Carroll County Youth Service Bureau’s programs are intended to provide the least restrictive, least costly, and highest quality services with the briefest and most focused treatment approaches so that clients may achieve maximum independence, recovery, and stabilization.

‘Heart of Life’ Fund:
Support our Continuum of Care Across the Lifespan

There is no one-size-fits-all program or treatment for clients and their families living with mental health issues, developmental disabilities, substance use disorders and traumatic brain injuries. Our mission is to provide a full “continuum of care” or a range of integrated, community-based mental health and substance use services for Carroll County residents from birth to elder adults.

‘Moving Mountains Fund’:
Support Our Client’s Emergencies & Basic Needs

When our staff is up against obstacles to meet the crucial needs of the clients and families that they serve, we depend on donors to help us Move Mountains through philanthropic support.

Donations to this giving program give therapists the ability to respond to the emergency and basic needs of their clients, which range from gas cards for transportation to meals to temporary shelter.

‘Heart of Gold’ Fund:
Provides Scholarship Assistance for Families facing Hardships

Eighty percent of all insured workers face an annual deductible. Unfortunately, many of those insured must reach a deductible of at least $2,000 annually before they do not have to pay out-of-pocket for much-needed healthcare and treatment. Our clients are no different.

Privately-insured Carroll residents are cutting back on vital mental health and substance-use services due to the high cost of treatment. The inability to access these vital counseling and psychiatric services due to financial constraints may result in more intensive treatment later and ongoing hardships for their families.

CCYSB has established this scholarship fund for Carroll County children, adults, veterans and their families to help them overcome financial constraints to accessing critically-needed services. For example, some insurances will pay for the veteran individually and family sessions when the veteran is present, but then deny other family members therapy when the veteran is not involved in treatment.

‘Reason to Believe’ Fund:
Invest in Evidence-Based Treatments

Evidence-based programs are the gold standard in the counseling field. These treatments are proven effective by rigorous research and testing of results, usually in a university setting. Because the cost to offer and administer these programs is much higher than the rate of reimbursement from public and private insurances, CCYSB must cover the difference.

Evidence-based programs are endorsed by federal agencies or respected research organizations and are included in their list of highly-effective programs. Engaging in these specialized treatment programs, while an ongoing investment of time, money and training for our therapists and social workers, allows CCYSB to be more responsive to the targeted needs of our community and sets us apart from other behavioral health agencies in Maryland. CCYSB integrates four evidence-based treatments into our continuum of services for clients:

  • Parent Child Interactive Therapy (PCIT) is an empirically supported treatment for young children (ages 2-7) with highly disruptive behaviors. PCIT integrates concepts from social learning theory, traditional play therapy, and attachment theory to enhance the parent-child relationship, increase children’s pro-social behaviors and improve parents’ behavior management skills.   • Brief Strategic Family Therapy (BSFT) is a short-term, problem-focused, model which serves youth (ages 6-18) and involves the entire family in the counseling process. This program targets children with conduct problems, problematic family relationships, substance use, delinquency, aggressive & violent behavior, risky sexual behavior, and anti-social peer involvement in order to replace them with healthier behaviors and interactions.   • Dialectical Behavior Therapy (DBT) is a cognitive behavioral treatment that effectively treats a range of complex and challenging problems in youth (ages 13-18) and adults: suicidal behavior, substance dependence, depression, post-traumatic stress disorder (PTSD), borderline personality disorder, and eating disorders.   • Assertive Community Treatment (ACT) provides intensive, mobile, assertive mental health treatment and support services delivered by a multidisciplinary treatment and support team to adults with serious and persistent mental health issues. Learn More.
