Temporary Cash Assistance Counseling Program (TCA)

The Carroll County Youth Service Bureau has a unique partnership with the Carroll County Department of Social Services to provide psychoeducation and short-term counseling to customers enrolled in the Temporary Cash Assistance Program known as SHINE.

Clients are typically single parents who are balancing child rearing, job training and their own education while seeking employment, and ultimately self-sufficiency. Services start with a licensed therapist providing an initial orientation to our service continuum, with an emphasis on mental health treatment, parenting, and self-care. The next step involves the therapist completing an assessment that includes a discussion of mental health concerns and the individual's strengths, followed by three sessions of individual counseling or consultation. Upon the conclusion of the three sessions, recommendations are made for continued support that may include transitioning to longer-term treatment within CCYSB's continuum of care.
