The Family Intervention Specialist (FIS) is a licensed mental health professional contracted by the Carroll County Core Service Agency (an agent of the Department of Health and Mental Hygiene) in partnership with the Department of Juvenile Services (DJS).
The FIS counselor, housed at DJS, coordinates mental health care for youth who have serious emotional disturbances and are returning from out-of-home placements initiated by DJS. The Family Intervention Specialist is also able to act as an interim therapist by providing temporary clinical treatment and case management services to youth and families in the Juvenile Justice system.
The FIS counselor teams with a DJS case manager to facilitate successful transition home for these youths and compliance with the conditions of probation, as well as to avoid additional crimes committed by the juvenile that would lead to re-arrest.
